creep is time dependent deformations over a long period of time, also called secondary deformations.How Creep effects the design of concrete structures, refer IS 456

behavior of compression flange?? question not clear
In steel beams generally compression flange is more critical due to tendency of out of plane bending or buckling.And even if u compare the combined result of axial and bending then it is max for comp and bending rather than tension and bending.In pipe racks generally plan bracing are provided near compression flange at anchor location to avoid any buckling.
