why steel is provided in RCC.Brass or Alluminium is not used?

Because of the thermal co-efficent of steel which can bind it well with concrete.

Now a days, there is culture of extension of existing concrete structures by doing what they call is ” rebarring”. Can we rely extensively on this. Suppose for extension of Balcony, if engineer simply treats existing balcony as an structure over which the extended part will throw its load. how far this is correct. can we rely this technology specially in highly seismic zone like New Delhi for an apartment having 7 storey hight.
