Your asked very good question. Actually it requires detail study of each aspect since your location is near sea. Due to lack of time i can only suggest you to view some construction videos of structures near or on sea (like bridges).

Dear sirs, I am currently completing my S1 in an Civil Engineering Diploma in South Africa. I wish to do my practical year (internship) in the USA.
Firstly, can I do that after just 1 semester? If so, should I approach companies directly, or must I first register as a student at an American University?
