sir, as we know that re bound hammer test is not the substitute of conc. compression test.so if 28 days cube result is fail then what is the solution?

I am a 3rd year civil engineering student at thapar. I want to pusue MS(Civil) from a good university abroad. Having searched about colleges still one question hangs around in my mind. That is , “Is there any good market for civil engineering in US, Germany, Singapore or any popular study destination country.”I mean that (though too childish but) these countries are developed , so is there any real demand of civil engineering.And is it viable to do MS keeping in view the placements and growth achieved by MS(from abroad for a job there only).
AND SECONDLY THE TECHNICAL QUESTION , Sir they teach us courses , such as steel design , concrete design in the college which are completely dependent on IS codes , So please share the feasibility of doing an MS in civil engineering outside india as there , all such courses will not be based on IS codes.

i am prateek persuing civil engg. 3rd sem. want to ask a doubt i.e
Q. If an area is marshy or having soil bearing capacity low and load of structure is also heavy then we genraly recomended grillage foundation rather than spread footing.
now
my Q is if in one of the column pith where we are using grillage foundation of slab dimention ‘X x Y x Z ‘and having base cross-sectional area ‘X x Y ‘and this slab carrying load ‘L’ .
1.but why we cant use spread footing instead of grillage foundation? on same soil ,of same dimention of footing as in grillage and rusisting same load ‘L’.
2.what is the role of ‘I section beam’ used in grillage? how it can rusist load ? but spread footing of same dimention having r.c.c bars can’t resist .
